Every custom enchant has a target: the group of items it can be applied to. The target is printed on the enchanted book as "Target" and in the enchant shop. A book will not apply to an item outside its target ("You can't enchant this item with ...").

Note that axes count as a weapon for "Swords & Axes" enchants and as a tool for "Tools" enchants, so an axe can carry both kinds.
Good to know#
- The label is about the item type, not the material. A target of Pickaxes accepts wooden, stone, iron, golden, diamond and netherite pickaxes.
