The Nether and the End are permanent Survival worlds, each 20,000 x 20,000 blocks (-10,000 to 10,000 on X and Z). Like the overworld they never reset, you can claim land in them, and PvP is off. See The Overworld.
The Nether#

Random teleport to the Nether picks a spot between -10,000 and 10,000 and lands you on solid ground below the bedrock roof. /rtp nether-resources goes to the Nether resource world instead. See Resource Worlds.

Random teleport to the End picks a spot between -10,000 and 10,000, on the surface of an island. /rtp end-resources goes to the End resource world.

Portals only work in the three permanent worlds; in a resource world they do nothing. No portal is built where you arrive. See Portals and World Travel.
