Three settings make a town your own: the tag colour, the banner and the announcement. Each has its own permission, and all default to the Mayor. See Town Permissions.
Tag colour#
/town color opens the Town Colors menu (needs Set Town Color). Click a colour to equip it. The equipped colour shows "Currently equipped" and the others show "Click to equip". You see "Town tag color updated."

The colour tints the town tag, the town name in square brackets that is shown after each member's name in chat and on their name tag.
Banner#
Hold a banner in your main hand and run /town setbanner (needs Set Town Banner). The banner becomes the town's icon in the /town menu and in /town info <town>; a town without one shows a white banner. If you are not holding a banner you see "You are not holding a banner." The town is told who changed it.
Announcement#
/town announcement [text] (alias /town setannouncement [text], needs Set Town Announcement) sets a message for the town. Run it without text to clear the announcement. The town is told when it changes.
Members see "Town announcement: <text>" when they join Survival. They do not see it when they only move between Survival servers.
