Spawner restrictions keep each mob in the dimension it belongs to. A spawner can be placed only in its own dimension.

What happens in the wrong dimension#
Placing a restricted spawner outside its dimension is refused before the block is placed and the item stays in your hand: "A Blaze spawner can only be placed in the Nether!" Nether spawners therefore need the island's Nether and End spawners need its End (Island Dimensions (Nether and End)).
Vanilla spawners#
Spawner items you place on your island become managed spawners (an empty spawner block with a display mob), so they are bought, placed, upgraded and harvested through the managed system described in this section.
