A hub timeout now sends you to another hub

Key changes

• If the hub you are on stops responding and times you out, you are now sent to another hub that is up instead of being dropped to the menu with "No fallback server found".
• The hub that timed out is not chosen again, and the rescue is capped at two per minute and three in a row, so a connection that is really gone still ends rather than looping.
• Only a hub timeout is handled this way. Bans, punishment screens and every other kind of kick end your session exactly as before.
