Teleports wait out server restarts

Using /spawn, warps or homes while that server is restarting now sends you to the waiting lobby, then on to where you were going once it is back.

Key changes

/spawn, /warp, /home, beds and player warps no longer fail with an error when the server you are heading to is restarting
You go to the waiting lobby instead and are sent on to the exact spot you asked for as soon as that server is back
Switching to a server through menus, NPCs or /server works the same way
If the server is not back within 10 minutes you stay in the lobby and get a message
