Protected cushions and decorations, custom model clicks

Cushions, item frames and paintings in protected areas now need build permission to break, and clicks on custom models land where you aim again.

Key changes

Cushions, item frames and paintings in protected regions, claims and islands can no longer be broken or picked up without build permission.
In protected regions, mobs and redstone TNT can no longer break them either.
Players who can only interact in an area can no longer break decorations there.
Clicking a custom model hits the right spot on the model again.
